Application procedure for the sale of city-owned plots of land
for a terraced house development in the "Am Sonnenbach" development area

With the "Am Sonnenbach" development area, the town of Selters is creating a sustainable and future-proof residential quarter with a neighborhood center on the north-western outskirts of the town. The focus of the district is on measures to adapt to climate change with green spaces, near-natural drainage systems, local energy generation and the use of renewable energies. All households in the development area are supplied with a "cold local heating network" to avoid emissions from the provision of heating and hot water. A connection and usage obligation is regulated via the purchase contracts. The network operator is Verbandsgemeindewerke Selters.

One residential unit with two full storeys is permitted per terraced house.

The town of Selters is aiming to sell all the plots intended for terraced house development to one applicant. However, applications can also be submitted for individual terraced house blocks (blocks no. 41-45, no. 46-48, no. 49 - 51 and no. 52 to 55). Applications for individual plots within the blocks are not possible.

The town of Selters sets the selling price. This is currently estimated at around € 196/m² of land. The final sales price depends on the actual costs of the ongoing development.

The urban design of the project is of particular importance to the town of Selters. For this reason, a two-stage application procedure will be carried out.

In the first stage, interested parties have the opportunity to express their fundamental interest in purchasing one, several or all terraced house blocks in writing to the town of Selters, Rheinstraße 22, 56242 Selters, up to and including April 29, 2024, together with a brief description.

In the second stage, a binding application with a concept must then be submitted by May 24, 2024, as well as a written declaration to conclude a purchase agreement with a building commitment with the town of Selters on the basis of the documents submitted. The concept should include climate-friendly land development and the use of building materials that are as climate-friendly as possible, so that ecology and sustainability aspects must be taken into account in addition to design quality. A sketch of the project with views and an explanation must be submitted.

Costs incurred by applicants in the expression of interest and application process will not be reimbursed by the town of Selters. In the expression of interest procedure, a building design should be provided for the terraced house development from an urban planning perspective.

The plots will be sold on the condition that the development is realized in accordance with the submitted concepts within four years of acquisition.

Reference projects from the past six years can be submitted with the application.

The Selters Town Council discusses and decides on the applications submitted.
